The municipality of Zwijndrecht has taken an important step in the digitalization of their parking policy with the implementation of the ParQ system, in collaboration with Qualogy. This project, which started in early 2024 and successfully went live on January 8, marks a significant improvement in service delivery to residents.
ParQ is a digital paid parking system that enables residents to easily apply for and manage parking permits. Oliver Fisic, project leader Burgerfix & application administrator and Jitske Hegeman from the municipality of Zwijndrecht were closely involved in the implementation. Their interview provides a clear picture of the collaboration and the impact of the ParQ application.
Collaboration with Qualogy: smooth, fast and transparent
The municipality of Zwijndrecht experienced the collaboration with Qualogy as very positive. The clear communication lines, fixed contact persons and clear process steps were seen as major advantages. Oliver emphasizes: "The lines were short, we had fixed contact persons and got quick answers to questions. The weekly consultation was always efficient and concrete. Additionally, I found the tools that Qualogy used, such as the Service Desk Portal, very pleasant to work with. Everything was worked out in detail, leaving little room for miscommunication." About Qualogy's Service Desk Portal, it was emphasized that it offered clarity through the concrete steps described in it.
Jitske was also satisfied with Qualogy's accessibility and flexibility: "If something needed to be adjusted, it happened quickly. That made the implementation trajectory very smooth."
A minor point of attention was the dependence on external parties for certain technical connections, which sometimes caused delays. Nevertheless, this was well handled by Qualogy.
Experience with ParQ: intuitive and time-saving
Since going live in January 2025, both employees and residents responded positively to ParQ. The system proved user-friendly and significantly reduced the administrative burden for the municipality. The application was experienced as intuitive and user-friendly, resulting in few questions from residents. "Previously, people had to come to the counter for a parking permit, and renewal went through finance. Now residents handle everything online themselves. That saves us a lot of time and workload," says Jitske.
The transition to the digital system went smoothly, although there was some initial work to adapt the application to the municipality's specific rules and regulations.
A tip from Zwijndrecht for other municipalities that want to implement ParQ: "Take the time to get to know the application well and adapt it to your own rules and regulations. Ensure clear communication to residents, especially to less digitally skilled groups. And use Qualogy's clear implementation structure – that makes the process much more manageable."
"The beautiful thing is that hardly any questions come in. People just pay and it works. Only for a small group, such as elderly people who are less digitally skilled, was some extra support needed."
Improvements in Service Delivery
ParQ has significantly improved Zwijndrecht's service delivery. Residents no longer need to go to the town hall for their first application or renewal of a parking permit. "It saves us an enormous amount of work," says Oliver. "Those people are already gone." Digitalization has led to a more efficient and customer-friendly service.
"We keep up with the times. People nowadays expect to be able to arrange matters online, just like at Bol.com or other webshops."
At the same time, personal service at the town hall remains always available. For residents who have difficulty with the digital application or prefer personal assistance, it remains possible to go to the town hall.
Future-proofing and Next Steps
Zwijndrecht sees ParQ as a future-proof platform that can easily move with future adjustments in parking policy. There has been feedback on the dependence on external parties, which sometimes led to delays. So far, adjustments have gone smoothly because Qualogy deploys fixed contact points at critical partners to minimize delays and ensure there are clear escalation paths.
Qualogy continues to invest in chain collaboration so that technical connections run even more smoothly. This makes ParQ not only future-proof but also scalable for other municipalities.
