A digital parking permit for multiple vehicles

Digitalizing parking permits or exemptions 'by license plate' is nowadays common practice. Parking rights are digitally stored in a central place (usually the NPR), so inspectors and scan cars can check whether a right exists for the license plates they encounter.
However, many municipalities struggle with digitalizing permits or exemptions that are currently issued as a printed vignette, on which a number of license plates are noted. The parking permit is only valid on the license plates of vehicles for which the permit was issued.
The vignette is placed behind the windshield of the relevant car. Inspectors must, after establishing that a license plate has no digital right, look behind the window to check whether a valid vignette is present. If a scan car is used, a re-check must be done for the license plate, where an employee must use photos to determine whether a valid vignette is behind the window.
As we have recently been able to follow in the media (see for example https://nos.nl/artikel/2363617-parkeerboetes-door-scanauto-s-aanvechten-loont) there are very regular reports of incorrectly issued parking fines. Correction brings a lot of administrative hassle.
ParQ offers a way to digitalize this type of permit or exemption anyway. Via ParQ's customer portal, a person or company applies for the permit and indicates which license plates want to use the permit. If necessary, documents are added to prove ownership of the license plates. A municipal employee checks the application and after approval the applicant completes the application process by paying the permit via the customer portal.
A report number is automatically linked to the permit and the product holder sets their own PIN code. With this report number and PIN code, the permit holder can log in to a municipal Parking Actions web app to 'activate' the license plate being parked. Once this is done, a digital right is created. This right remains valid until another license plate belonging to the permit is activated.
